北京市環保監測中心主任張大偉在發布會上介紹，1月10日到13日，基于國家新的環境空氣質量標準，北京市空氣質量連續四天污染級別維持在重度和嚴重污染的水平。其中，重污染日為11日至13日的嚴重污染日。本次污染過程具有影響范圍廣，持續時間長，濃度水平高（highconcentration）三個顯著的特點，屬于近年來比較罕見的。

據張大偉分析，華北低區的低溫導致了供暖排放等污染物的擴散和擴散

（unfavorablediffusionconditions）以及區域污染和本地污染貢獻疊加，是造成此次重污染的原因。

第一，污染物排放量大，包括燃煤污染、機動車排放、工業污染和揚塵，這些污染源排放量大，造成本次嚴重污染的根本原因（rootcause）。當污染擴散條件不好時，污染源排放的污染物難以擴散，空氣污染也隨之增加。特別是20xx年12月以來，整個華北地區處于極端低溫天氣（extremelowtemperature），同比溫度比往年要低，由于低溫導致燃煤采暖排放量相應增加，這個影響也比較大。

第二，擴散條件不利。近期極端不利的污染擴散條件是形成本次污染過程的直接原因。10日到13日，北京地區被低壓（lowpressure）控制，地面風速減少，濕度（humidity）加大，并且逐漸形成了進風逆溫和大霧極端天氣，造成污染物持續積累。

第三，區域污染（regionalpollution）和本地污染貢獻疊加，近期，北京周邊地區污染水平明顯高于城區，特別是北部地區，大范圍、大區域內污染物的輸送和北京本地排放污染物相疊加，使pm（particulatematter）2.5污染物濃度水平進一步升高，也客觀上加重了北京地區的污染水平。
